ADVERTISER DUE DILIGENCE

1. Purpose and Scope

The purpose of this policy is to ensure that advertisers using the Outlink platform are legitimate businesses or individuals, are funding campaigns from lawful sources, and comply with all applicable laws, regulations, and Outlink’s Terms of Service.

This policy applies to all advertisers and prospective advertisers on the Outlink marketplace.

2. Policy Statement

Outlink is committed to maintaining a trusted, secure, and transparent platform for both advertisers and service providers. To safeguard against fraud, money laundering, terrorist financing, and misuse of the platform, Outlink performs thorough due diligence on advertisers both at onboarding and throughout their use of the platform.

3. Due Diligence Requirements

3.1 Identity and Account Verification

Advertisers must provide accurate details, including:

  • Legal name of the business

  • Names of the company's representative. Outlink may request a valid government-issued ID (for company-authorized representatives and/or ultimate beneficiaries) or registration documents (for businesses)

  • Contact information (email, phone, billing address)

Advertiser payment methods are verified, and the named account holder may be checked against the advertiser's registered identity.

3.2 AML / CFT Screening

All advertisers are subject to Outlink’s AML / CFT Policy.

Screening includes:

  • Blocking of sanctioned jurisdictions via IP and billing information

  • Monitoring of suspicious or unusually large transactions

  • May also include sanctions list checks (OFAC, UN, EU, UK, etc.)

Escalation of flagged transactions for human review

Outlink reserves the right to request proof of source of funds for high-spend campaigns, large transactions, or suspicious activity.

3.3 Legitimacy of Advertising Content

Advertisers must ensure their campaigns comply with Outlink’s Terms of Service, and are prohibited from:

  • Promoting illegal, fraudulent, or harmful products/services

  • Misleading claims or false advertising

  • Content infringing on third-party intellectual property rights

Automated and manual checks are performed to ensure that advertisements align with these requirements.

3.4 Platform Conduct and Reputation

Advertisers are expected to:

  • Provide clear and accurate campaign instructions

  • Communicate respectfully with the platform's team

  • Pay promptly through Outlink’s platform

Accounts that generate frequent disputes, misuse the platform, or engage in abusive behavior may be suspended or banned.

4. Ongoing Monitoring

Automated systems continuously monitor advertiser transactions and campaign activity for red flags.

  • Accounts are subject to periodic re-verification.

  • Advertisers with high-spend campaigns and/or large transactions, and those in higher-risk industries, are reviewed more frequently.

5. Record Keeping

Outlink retains records of advertiser identity verification, transactions, and campaign history for a maximum of 10 years in line with regulatory requirements.

6. Enforcement

Non-compliance with this policy may result in:

  • Suspension or termination of the account

  • Withholding or reversal of transactions

  • Reporting to the relevant regulatory authorities

8. Policy Review

This policy will be reviewed annually, or sooner if required by changes in regulations, risks, or Outlink’s operational framework.
